I think after a few phone calls with Mass DEC police, we are not going to require them of our members. This could change with further supplemental or any new info that is released. But for now, we're not. For a multitude of reasons.

The major one:

Basically, it's an ATV/dirt bike/SxS permit, for vehicles under 1000lbs that will be on State trails systems. On road, licensed vehicles(jeeps) are prohibited on State trail systems. That's where we fit.

Local unmaintained roads are under the jurisdiction of the local agencies they are located in. I won't name them as we're on the public side of the house even though most of the wheeling community knows which locations I'm talking about.

I spoke directly to a DEC officer on a professional level, that is involved with enforcement of the state's inland laws, which this permit falls under.

She saw no reason for our concern as Jeepers. Basically "stay off of state trails in state parks and forests and you will not have any issues."

It is not enforced on full size, over 1000lb on-road, legally registered, licensed and equipped vehicles.

So, take it for what it's worth. But that's what most of us are going with.
